The steps of the case
- 1
Checking your situation
We check whether the tax code has already been assigned to you in a procedure (One-Stop Shop or Questura) and whether the data are correct.
- 2
Choosing the channel
If the code does not arrive automatically, you ask for it from the Revenue Agency (Agenzia delle Entrate) with form AA4/8. We tell you whether it is better to go in person or use PEC (certified email).
- 3
Filling in form AA4/8
We fill in the form with you, with the data written exactly as on the passport.
- 4
Submission and certificate
We explain how to book the appointment at the Revenue Agency office. You receive the certificate of assignment; the card arrives later.
What the tax code is
The tax code (codice fiscale) is the personal code that identifies you to all public offices in Italy. You need it to work, open a bank account, sign a rental contract, register with the National Health Service and for almost every procedure.
It is assigned by the Revenue Agency (Agenzia delle Entrate), even when the request goes through another office.
Who assigns it, case by case
Often you do not have to ask for it yourself: it comes with the immigration procedure.
- Entry with a clearance (nulla osta) for work or family reunification: it is assigned by the One-Stop Shop for Immigration of the Prefecture (Prefettura). At first it is a provisional numeric code; with the residence permit you receive the definitive one, with letters and numbers.
- Issue or renewal of the residence permit: it is assigned by the Questura.
- Application for international protection: it is assigned by the Questura at the time of the application.
- Other cases (for example EU citizens who settle in Italy): you ask the Revenue Agency with form AA4/8.
If your data produce the same code as another person, the One-Stop Shop or the Questura may send you to the Revenue Agency for a check.
How to ask the Revenue Agency in Milan
Form AA4/8 is used to ask for the tax code, to correct data and to ask for the card or a duplicate of the health card. The form is also available in English, French, Spanish and German.
You can submit it in two ways:
- in person, at a local office of the Revenue Agency, by booking an appointment: you must be present to be identified;
- by PEC (certified email), sending the completed and signed form to the office’s PEC address, with a copy of your document.
You receive a certificate of assignment of the tax code. Then the health card (tessera sanitaria) arrives, if you are registered with the National Health Service, or the tax code card.
Which document to bring
For non-EU citizens one of these documents is enough:
- valid passport, with the visa if required;
- certificate of identity from your consulate or embassy in Italy, with a photo;
- valid residence permit;
- identity card issued by the Municipality of residence.
Common mistakes
- A name written differently from the passport: it creates two different identities in the offices.
- Still using the provisional code after receiving the permit.
- Having two tax codes because of past mistakes: they must be merged.
- Not updating your address, which is needed to receive the card.
